Announcement on Terminating Cooperation with Shaanxi International Trust Co., Ltd.

On September 27, 2007, as approved at the 3^rd extraordinary meeting of the 4^th session BOD, the Bank was consented to participate in the private placement of A shares by Shaanxi International Trust & Investment Corp., Ltd. (current Shaanxi International Trust Co., Ltd.). Due to significant changes in domestic capital market, the Bank has conducted several discussions and consultations on relevant issues with the counterparty in Shaanxi Province. Upon research, it will be difficult to carry on the strategic cooperation. In accordance with the relevant articles in the agreement, the Bank determines to terminate this strategic cooperation.
